IMHO, manipulations are where the edge really is - so it is understandable if people might not want to share/document, even something like calculating volsurfaces, which IMHO is far from a trivial exercise once you go in the nitty-gritty.

I think setting up a common database of raw data is probably going to be a big enough challenge, to be honest I suspect too big, though of course I'd love to be proved wrong

Independent of that aren't most market data non-private use / redistribution licences too limited to enable something like this to function in an efficient manner?

First of all, large amount of work and money goes into purchasing, pre-processing, and cleaning data. Second of all, giving it up for free to anyone would lower the barriers to entry into this business and subsequently deteriorate the edge. Because of this, people would have zero incentive to share anything of value, except with a narrow enough group of friends.
